When in-game, just press Escape and then using Home and End (or PgUp/PgDown) to scroll through the menus until you see the options. Concerning you joystick, Rivals doesn't support any kind of joystick/wheel/other controller OFFICIALLY (it seems to be okay with a X360 pad) though you might get it to work (It kind of works with the G27, but it really feels odd).
To access the OPTIONS menu in Need for Speed Rivals, simply press the Escape key while in-game. From there, use the Home/End or Page Up/Page Down keys to navigate the menus until you find the settings you need.
Regarding controllers, Rivals does not officially support joysticks, wheels, or most third-party controllers. However, an Xbox 360 pad should work without issues. Some players have reported limited success with devices like the Logitech G27, though the experience may feel unoptimized or awkward.
