MSCVP100.dll is missing

this part of the map is always crashing when I pass by with my car ,I tried installing patch 1.4 but after this it was not even launching after some "research" I saw  that  nfsc_link.exe is missing I think that this affects why nfsc its not opening ,maybe is there any way I can download the file
