I had the same issue about a week ago.
Started the game up and come up with a message similar to “your cloud data does not match your local save game, to continue playing please merge them” so I did, and I went from lvl 25 back to lvl 7 and lost all my cars, money, and progress.
Emailed EA straight away and they said they were apparently working on fixing it with an update.
Still waiting for said update.
A bit ridiculous on their behalf.
I just bought the game and had this happen twice on the PC. I first tried deactivating the folder protection for Windows. This did not fix anything.
I install games on a second drive and no "Need for Speed Heat" folder was installed in the "documents" folder. It did install the "Need for Speed Heat" folder on the root of the drive I installed my game to. Once I copied the folder to the "Documents" folder the game now saves as it should.
