NFS: Rivals Complete DLC not installing on PS4

Question

Hi. So I bought a physical copy of NFS: Rivals from Amazon UK. The box says the EU edition. I have purchased the complete DLC pack through PlayStation Store [UK] and all the component packs have downloaded but are sitting in my Downloads file marked Waiting to Install. It's been over a week. I raised a query through Sony PlayStation support and they told me to a) renew licenses (done) b) uninstall/reinstall the base game (done) c) do a database rebuild on my PS4 (done). All my DLC remains Waiting to Install. Sony said if none of the above works to contact the game developer. So here I am.

Help please.

Do you have the disc in the console at the time?
Is your PS4 an EU, US or other region console?

It's an EU console. The game is a EU game. The DLC pack was purchased through the EU PS Store.

Did you try the troubleshooting steps in the links?

Yes I've tried it with the disc inserted. Yes I've tried renewing the lease, uninstalling and reinstalling the game, the console is already my primary one (in fact it's my only console).
