The accelerator does not work on Xbox

Summarize your bug The car does not accelerate essentially at all. Top speed ~30mph. Happens with automatic or manual switched on.
What car were you using? M3 starter
Was the car your own build or downloaded from the in-game community? Personal Build
What was the last event you played? I haven't done a full race because of the bug
Was it a day or a night event? Day Event
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? I bought and downloaded NFS Heat Deluxe Edition on Xbox One and installed it. It didn't work immediately. I then uninstalled and reinstalled and it continues to not work.
What happens when the bug occurs? The car doesn't accelerate past 30mph.
What do you expect to see? The car should drive like a normal car.

I made a video on my phone in .MOV and it won't accept that type. Let's just say I hold the accelerator all the way down and don't get above 21 mph. 

For a $70 bundle this is pretty sad.
