We asked for steering wheel support in NFS Payback and we got... only one model, the G29 and G920... that was a bad joke.
For this game I think you already know what to do: at least a similar wheel/gamepad support as in NFS 2015/2016 with ability to remapp all key inputs and deadzones... and sensitivities.
How this came a problem in a car game in 2019? All players have their own prefered input that is used in every game in their library... you should respect that, otherwise the game experience will be spoiled.
The first way a player can interact with any game is with hardware input... if you don't make this option decent for all players, the game itself in other aspects may be left aside.
