NFS 2015 freezes when a cop shows up/People join or leave

Good day,

I know there are people out there that had the same bug but also didnt manage to fix the issue.

This happens every time a cop starts chasing, I'm entering a cooldown and when the pursuit ended. (And also when players join/ leave but this bit isnt as bad)

The freezes can last anywhere from 1-2 seconds to around the 4-5 seconds, which makes pretty much impossible to do specific races.

My desktop specs:

OS: Windows 10 Pro

CPU: I5 6500 
Motherboard: ASUS B150 Pro Gaming Aura
Graphics Card: EVGA Gtx 1070
Power Supply: CX650M Bronze Plus
Ram: 8Gb DDR4
Storage: 3TB HDD+ 500GB HDD

I looked over the other people that have this and I tried these options:

Clean gpu driver install

Turning off origin in-game

Lowering settings

Using a guest account

re-installing the game

verifie the game

re-installing origins

checkdisk in windows

actual windows repair

disabling shadow play from nvidia

using a lower resolution

unplugging all the usb's for possibly failed hardware

restart/reset router

closing every other program on the pc

updating all other drivers

diffrent controller

The only things I still have not tried are:

Installing it on my laptop (it should be able to handle the game- Asus ROG GL553VW-DM059T) I would prefer not having to do this due its meant for school purpose and my not too high internet speed, if it might give more insight on the problem though I would.

Re-installing windows, this is an absolute last resort for me.

My friend I play the game with has no issues with the game, asked him the pc specs and as far he could give me:

gtx 770

i5-4460

16GB ram

As far I am aware it is not a RAM issue either since I have seen people with 32gb having the same problem.

I hope there is a possible solution somewhere.
