Can't customize online character

I had the same issue. Re-installed the game and deleted the console game file, while still having my old data file on the cloud on PlayStation. Doing all that I can now customize my character BUT, I lost all my Palace Edition content. All cars, all clothing, everything gone and I can’t get it back even with my old cloud file. PSN is SportyNico11. This is frustrating.
