Hunter Hunted jack 10 vehicles

So I must be misunderstanding the mission or something, I attacked people until they’re unable to leave and then “jack” their ride. The whole “the owner can see you now best be ready” by driver X or whatever he’s called….. I’ve done it twice in 1 session and nothing happened, I grab it drive a bit look at the mission status nothing…. So I grab my own vehicle again and try again and once more it does nothing so what else am I supposed to do? Any tips aid or whatever would be nice please. Kinda feel bad to do this to ppl when my mission isn’t even progressing
