@danisoff As i said even if i put 720p on lowest settings nothing changes. The game shows im running on 60fps but its running in slow motion in races and in a town , also when there's atleast 2 cops on screen. Frametime is going up and down from 20ms to sometimes reacing 35ms. No matter how much programs and windows services i turn off in background the game remains same.
Honestly there is nothing much I can recommend, you can try reinstalling your game and updating your GPU and CPU drivers. Also, check your temperature when you are playing the game. These are some usual troubleshooting steps that I recommend, give it a try. The issue itself has to be linked to PC performance.
