Surprise, surprise, I'm having the same problem.
It's even more annoying for me, because I've already had to reset my save file to fix a completely different glitch. Not that long ago, either. My first game-breaking glitch forbade me from buying any new cars from either the story or multiplayer modes, so I had to reset. I was worried about my Speed Pass resetting, which would make me need to grind up all 75 levels again to reclaim all the rewards (including the special Viper), but luckily, it didn't. The problem is that I don't actually know why that didn't reset, so I don't know if it was a fluke or not.
Now, here I am, a DAY before the current Speed Pass ends to make way for the new one, and I've encountered another glitch that seems to have only one 'fix', which is to reset my game AGAIN. Completing online once is fine; twice isn't fun but I'll survive; three times is frankly unforgiveable. Since I want to love this game, I am resetting. Cross your fingers for me!!
Its fixed now... Old save game works. On PS5 with Patch Volume 4.
