I think it's just getting lost in the shuffle with all of the other major issues with the game ( poke checks, sieve goalies, etc ). Plus it's one of the things that I think is safe to say is by design and not a bug. A major part of the marketing for the game revolved around better puck control and nerfed hitting.
I agree with you that it's an issue though. Nothing like putting together a hitting build, lining guys up shoulder to chest and just bouncing off of them while they continue to skate on like nothing happened.
