BAP - Wheels ability not unlocking and moves to Inactive

I've seen this reported multiple times now, has anyone figured out a resolution to this?

I completed the "Divisional Enthusiast" challenge and took forever to win all 4 divisions. It showed that I had completed all 4 with the green bars, and at some point it just disappeared and moved to the Inactive category. I noticed in the text details it says win all 4 divisions and then get traded to a new division, which I also did, I requested a trade after winning all 4 and it still didn't unlock

What's the trick here to get this to work?
