As for the Switch I'd assume the same applies and I'd say most of those Switch sales are from non hockey markets. They sadly don't magically get extra resources to do these types of projects because they don't sell enough on 4 consoles already to get more investment.
Companies just don't care about releasing the game on as many platforms anymore because it's not really about what the customer base wants. They would definitely make a profit by making the game available on PC but it wouldn't be ENOUGH of a profit for them. They don't want to make money, they want to make money hand over fist.
