It stems from the same old problem. Had any developer been actively involved in playing this game for hours online in this particular case they would have seen this immediately. The problem is us users pick things up in 1 hour. They simply don't spend enough time playing the game themselves, which explains MOST of the plethora of issues that mar this release. This would be like me building a car and selling it to millions, and deciding to remove the cruise control or blinker in year 5, because I never drive it and don't know better.
In other words, they are not INTO their own games. It's in the game, but they're not.
