Matchmaking in WOC

I'm playing from Finland and we play mostly 6v6 with friends. We have set our team location to Europe North. The question is. Does your location setting affect which server is used f.e. when we are home team, most of the times we are playing in Central Europe server even if we are playing against other finnish team or swedish guys? Our closest server is one in Sweden. So is this server choice just random or does something affect to it? Other question is that is the finnish server in Helsinki coming back or is it permanently deleted from the game? I have not seen any clear information about that.
