Simple, the fear of losing money, people won't do the 89 MSP, if we get a free BND. They won't do anything, just like the 7,000,000 M coins last year from doing a moment or objective.
True, but I would like to see someone from EA explain why they changed it to 86 after some people got an 89. They might not want to say what you said so they might have a different explanation for it. Or maybe they don't have a different explanation and that's why they are not saying anything.
I think the 7M coins was a much bigger mistake from EA's perspective and it's understandable that they didn't want to give everyone such a huge amount of coins. This mistake with the free BND pack shouldn't be such a big deal for them and they should have just owned up to the mistake and let everyone have an 89 BND card instead of an 86.
