HUT rush potential "exploit" bug

During  the "Fantastic Frenzy"  play of HUT rush if you initiate a "fight" (it's a possibility in most of this challenge games) and your opponent accepts it you get a penalty shot afterwards (no matter if you win or lose the fight). I bet whoever plays online may exploit this (e.g. player A initiates (baits someone in) a fight and player B doesn't know that by accepting the fight the other person will get a penalty shot afterwards). Is this a bug or was it intentionally added?
