gameplay stutter and lag

my gameplay in UT keep stuttering and i dont know why , i did everything i could to stop it but it keeps going , i have a good pc rtx 3080 and 2k 165 moniter and ethernet connection with high speed connection , but the game keep stuttering and its really not enjoyable to play it
