Sorry to hear you're experiencing these problems with Spore. While I can't guarantee a solution, I can suggest some steps that may help resolve this issue.
Update Graphics Drivers: Outdated drivers are often the cause of such issues. If you haven't already done this, update your graphics card drivers to the latest version.
Running in Compatibility Mode: You mentioned you tried running Steam in compatibility mode, but did you try doing it with the game itself? Right-click on the game's .exe file, go to 'Properties', click the 'Compatibility' tab and check the box that says 'Run this program in compatibility mode for apkbyte.com:'. You can try different versions here, Windows 7 or 8 are commonly used for older games.
Disable Fullscreen Optimizations: In the same Compatibility tab where you adjust the mode, there is also a 'Disable fullscreen optimizations' box. Try checking this box.
Run as Administrator: Still in the compatibility tab, check the box that says 'Run this program as an administrator'.
Disable Steam Overlay: Sometimes the Steam Overlay can cause issues with older games. You can disable it by right-clicking the game in your Steam library, selecting 'Properties', and unchecking 'Enable the Steam Overlay while in-game'.
Set Launch Options: In the game's properties in your Steam library, click 'Set Launch Options'. Add the following line: -w or -windowed to force the game to run in windowed mode.
Config File: As a last resort, you could edit the game's configuration file. Remember to make a backup of the file before changing anything. Look for settings that might be causing the issue, like fullscreen mode, resolution, etc.
