No, you are the first to even ask about it. Everything, all the add ons I was suppose to get from the deluxe edition, 3 of them available now, won't let me download them, says I gotta buy them.

Are these 3 available add-ons called: Mechanic Pass, Seneca & Ravenwest Pack and Deluxe Upgrade?
By "available" you mean that you are seeing them in the store, but they're not labeled as purchased?
Have you checked the PS Store itself? and if yes, then do they appear as purchased there?Yes that's the 3 packs & none of them say purchased. I've uninstalled & reinstalled the game. I've tried restoring licenses but nothing has worked. I didn't download the game right away because I had to free up space on my PS5, believe that might have something to do with it
So you bought the game, realized that you needed more storage, made storage space then you downloaded?
I'm asking for as much information as possible because we're tracking this issue and so I'm keen to analyze
