I had this error too, that's why I found this thread, and I found a solution. Or at least a partial solution to get rid of this error so the game works as it should again without resetting my golfer.
First a brief history:
I bought this game via Steam on a regular PC when it was released. I've been playing almost every day since then with no problems. I have built up a golfer and bought lots of skills and club specs, and played my way through a few weeks in the career mode. A few days ago I decided to install Windows, Steam and this game on another computer on a temporarily empty hard drive just to troubleshoot another problem. I did nothing but just install Windows, Steam and the game and started it. When I was done, I took out the temporary hard drive again.
Now the problems started:
When I started the game next time on my primary computer (which I haven't changed anything on) I had the same error as you guys. When I enter the Career mode I only see the screen where I have to choose between three tours. When I select one, I see this save error message. I also notice that nothing is saved if I change any setting. My golfer, skills, club specs and all my earned stars in all challenges are still there, but I can't enter the Career mode.
My amateur conclusion is:
Something seems to happen when installing the game on another system and/or reinstalling Windows and the game on the same computer. The new system seems to somehow "take over" the game's save files on the server and lock them.
My solution:
I thought, maybe the other computer has "rights" to access the save files? I put the temporary hard drive back in my secondary computer and started the game. When I go into Career mode and select a tour, everything works again. My selection is saved without an error message. I then go back to my primary computer and test. Everything works again! Sure, my progress in the tour is gone and I have to start all over again. But my golfer, skills, club specs and all my earned stars in all challenges remain, and the Career mode works as it should again.
So to all of you who see this save error. If you have the opportunity, try installing Steam and the game on another computer (maybe just a temporary hard drive like I did), and see if you can access the save files in the game on the new system. Then go back to your primary system. Please comment here how it went for you.
EA is no longer engaging on my support ticket after previous suggestions did not resolve. I’ve re-installed the game, made a new folder, etc. I get all the first time play screens every time I play—license agreement, welcome stuff, how the controls work, tool tips, etc. every one of those prompts triggers save errors I have to acknowledge 4-5 time before I get through. Looks like EA and I are on the same page in being done with this issue. I’ve requested refund from Steam.

Has there been a fix? I can not play at all this is annoying.

I describe a solution two posts before yours, namely the following:
"To all of you who see this save error:
Try installing Windows, Steam and the game on another computer, it can be a temporary hard drive that you can just swap, and you can probably access the save files in the game on the new system. Then go back to your primary system and the Career mode should work again."
It takes about an hour to test this. Have you tried this?- 3 years ago
I´m also having this issue and I can´t understand it at all tbh.
I´ve tried the things listed by EA and nothing seems to help.
I havent tried installing it on another disk, that * is not something you should be required to do to play the game.
