Problem solved.
After the tracker had expired, I opened PVZ2 on my iPad and the tracker was there. I suppose that since that device was the first to attempt gameplay after the start of a new timer, that it "claimed" the tracker.

FYI, Travel Log activities for players using two devices:
Daily activities can be completed on both devices but GEMs and Mints will only be recorded/rewarded once but seed packets can be gained when they are not the same plants
Events can be done on both devices and rewards are duplicated
This is a loop pool in the software and I would not shout too loud about it or EA will spend effort on fixing it first before making improvements for Battlez payers oops players. 👿
