Cannot make in game purchases

Game shows either "cannot make purchase at this time" or "restoring purchases".   I have done the following:

Clear cache

Clear data

Uninstall and reinstall game.

Verify payment method correct in EA

Verify payment method correct in Google play

Samsung S23 Ultra

Android version 16
