In my case, I can use the following method to temporarily bypass the pop-up window. See if this can help you. I'm using Android phone.
1. Force close the game. Clear the cache of the game. Shut down any internet connection, include WiFi and data.
2. Enter the game, and then the shop / Adventure levels while keeping the internet disconnected.
3. After entered the shop / Adventure levels, a "Unable to complete purchase" window will popup, you can just click the button to close it.
4. Now you can turn on the internet connection, and then buy items / play Adventure levels as normal.
5. But once you leave the shop / Adventure levels, and you want to enter the shop / Adventure levels the second time, then the ever lasting "Restoring Purchases!" message will show up. You can do nothing and can only choose to force close the game.
Hence every time you want to enter the shop / Adventure levels, you have to repeat all of the above procedures one more time.
P.S.
Please be reminded that for the case of entering the shop, after the step of re-connectinng to the Internet, the items in the shop will not show up immediately, the tabs will remain empty. In my case, you have to wait around 1-3 minutes to let it becomes normal. You can test if the items in the shop have came back by tapping the top left corner "EARN" button to see if there are ads available or not. If the ads can be played, then it's normal again. After watching the ads, you can just switch to another tab in the shop, and you will see the items are back as normal.

@kingfai78's method works but I have to purchase something in the one tab that populates after enabling the internet (Pinatas tab), the cheapest item is 20 gems, after spending gems then all of the other tabs populate like normal, if I try to watch any ads the game crashes which was never a problem for me before this bug started, using Bluestacks 5 with Android 11 instance.
EDIT: Restarting Bluestacks seems to of fixed the Ad crashing or maybe its random, either way glad I can at least get around the bug for now.

- 2 years ago@kingfai78 After your stage 3, it will say restoring purchases again. So I have to do it all again, hence they have not had money off me for plants for 2 two years/shame. When I used buy the new plants to unlock straight away.

Do you clear cache and turn off internet connection before entering the game? And please be reminded that the internet should be kept disconnected until enter the shop and see the "Unable to complete purchase" popup window just like below:
After close the popup window, you can turn on the internet connection, and then tape the top left corner "EARN" button repeatedly. At first it just shows there are no ads. available. It's normal, the contents in the shop wouldn't show up immediately after turn on the internet connection. Just keep tapping the "EARN" button until you see the ads. playing normally. After watching the ads. (or you can just close the ads. immediately), you can switch to another tab in the shop, and you will see the items are back as normal.

If pvz2 gets stuck on the restored purchases bug i tap my android phones 3 vertical bars at the bottom left then either flick it off to restart or close them all then restart the game.

It works, thanks for all the advice.
Turned off internet connection before starting the game, when i entered adventure mode, i was stuck in Restoring Purchase. While internet is disconnected i force stopped the game (by clicking the III bars and "close all" and then clearing cache via the "i" button (android.)
I then restarted the game, all while disconnected from the internet, and was able to continue.
This is what worked for me. Happened a couple of times, so i just repeated the process.

You don't need to clear the cache if using the clEAr app method, but i would advise players to restart their devices more often to keep them running smoothly.
