I'm getting tired of clearing the cache and launching in airplane mode to clear the infinite restoring bug. Even then, I get an error and can't buy anything.
Any word on when this is getting fixed?
I m waiting, too. It is very frustrating. Hopefully they can fix it!

I have seen a pinned post on the Reddit PVZ2 forum (which is dire and very hard to spot anything helpful!) which states there will soon be a feedback form which goes directly to the Devs.
It should be available in a day or two.
I will be filling one in asking them to fix this damn thing once and for all 🤬
Same issue. I tried the Airplane mode, and it still locked on the Restoring Purchases animation.
Like everyone else, i have this bug, but have discovered that opening up my phone's bottom bar and closing or clearing open apps then reopening the game is the quickest way to get round this.
I have also found that opening the game from the google playstore also works and allows access to screens normally blocked by this bug such as adventure mode and the store.
I have tried this yesterday as well on my latest profile, trying to access adventure mode several times then getting straight in via the playstore and then to the store for my daily gift.
I don't know if this works on apple or any other fruity devices.
