To summarise where Sling Pea seed packets can be obtained:

Sling Pea Epic Quest (50 packets):

This is guaranteed when the quest is finished.

Pinata Tracker - Dark Ages Level:

Sling Pea does not seem to be prioritised as a reward so whist you are likely to find a few seed packets each day, it may not be as frequent as you expect (e.g. 1 Sling Pea out of 6 rewards from 3 pinata trackers).

Food Fight Pinata Party:

Sling Pea is either not prioritised or not prioritised enough to guarantee it turning up.

Arma-mint pinatas in the Battlez Reward Streak (During Sling Pea Plant of the Week):

Sling Pea is either not prioritised or not prioritised enough to guarantee it turning up, and after around 150 wins (a 60 and 95+ win streak), I've seen it maybe 4 times in an Arma-mint pinata and only once did it give me more than 10 seed packets.

Notably Sling Pea does not seem to be in the premium pinata's which are more prevalent as Battlez rewards.

In-store Pinata's:

The 25 gem bundle contains 10 Sling Pea seed packets, plus 10 other seed packets which potentially could be for Sling Pea too.

If you don't mind spending cash then other bundles will also include some Sling Pea packets.
