I have reinstalled several times and it never got rid of the restoring purchases bug
I think you'll find reinstalling a lot could be your problem, i used to get it a lot but found it eventually goes away, but reinstalling brings it back because it's also in the backups.
So after getting softlocked three times in a row, I decided to try reinstalling the game. After going through a sequence of Restoring Purchases boxes for just about everything I bought over the past 6 months, it settled back on Sap-Fling showing up every time again. I can't believe this didn't work. This is so frustrating...
