Can't find Foot Soldier / All Star weapon damage mods

I just wanted to know if anyone has had any trouble unlocking the weapons mods for the Foot Soldier / All Star which increase damage. At many points I'd unlocked all available Zombie weapon mods exc...

Hmm that's weird because I believe those were one of the first 2 that I got damage upgrades to. What level are you? I'm not sure if this is the problem but I believe I got mine when I was rank 5 or 6.
