I am level 54/11 and unable to collect the final piece to the scallywag imp. I open multiple frontline packs daily. But all i ever get are consumables. Its very frustrating.
I am really sorry, but packs content is totally random. So there is nothing we can do here to help you. I am sure you will get the item eventually, with a little bit of luck.
