Hi David,
Yes, you understood correctly.
The environment and anvil looks exactly the same as on the video I showed you, but it's not glowing, and there is no interaction possible.
Leaving/restarting the game, or trying other characters, have no effect.
On a sidenote:
I also noted in another video the phone booth is glowing too, this also is not the case in my game sessions, but I can't remember whether or not I had any interaction regarding the phone booth before.

Community AdminDo you have other accounts on your system. If so, can you try logging in with that account and see if the anvil is interactible?
Also, I take it other objects like the gnome obelisks are working fine?
- @EA_David It is fixed now. I'm not sure if you guys changed something but everything is working fine now.

Adding to the post in 2020 I had all 24 gnomes and I went to collect the rewards and now the anvil gnome missing and no prompt I even deleted my save data
