How can I get rainbow stars without multiplayer PvZ battle for neighborville

While Prize Maps are an option, if you have 1k stars I highly recommend saving them until star doubling purchases come around (costs 1k rainbow stars, gives 2k in return) and always staying above 1k stars, that way you can get costumes you want, as it's better to do the legendary costume alone than in the bundle since most of the time the bundle isn't worth the effort and some bundles have less stuff than other and/or costumes that may be offered for coins.

It's kinda of a patience game honestly for rainbow stars, if you have pre-existing ones.
