How to unlock characters and skins in splitscreen for the player #2? PS4

Only the Player #1 has access to the new characters and skins, the splitscreen player only has available default. Is there any way to unlock them? Is has something to do that it have a local account of PS4 instead of a PSN Account for the second player?
