I can't buy the torch and tail upgrade for garden warfare

So, I bought the Steam version of Plants vs Zombies Garden Warfare 2, and I went to buy the Torch and Tail upgrade through the EA app on my computer which is linked to my Steam, but it would not let me, and I have no clue why.
