Update: It appears that even though my character is maximum promotion he isn't maximum level as I'm continuing to play using my Frozen Citron and I've been leveling up as I play and it started at level -34 and was going up -33, -32, -31, etc and now I'm at level -11 and have unlocked most of the character upgrades as they do still seem to unlock I just don't have to go back and promote my character each time because he's already maximum promotion from the glitch.
Again I don't know what caused this to happen, my best guess is the server was lagging or possibly even crashed when I was promoting my character and so it wouldn't save that I was promoting him and then somehow it skipped to the maximum promotion but hasn't actually stopped me from leveling my character up even though it says my character is maximum level (it says it is but it isn't and I'm luckily still able to level up and have been doing so today).
Overall this is an annoying bug/glitch but I'm extremely thankful that it didn't fully break my character and prevent me from unlocking the character upgrades.
If anyone ever experiences this bug for themselves don't panic like I did, just keep using your character and you'll level up as you keep earning XP even though it says you're maximum level.
