Re. the lackluster rotation, I think PopCap at the time were expecting GW2 to die of disinterest from us, the community, with the launch of BfN, never understanding what it was that made GW2 so successful and therefore never implementing it in BfN.
The marketing (and gaming) disaster that BfN became threw them off track to the extent that the Garden Warfare franchise in general was just left to die a slow death. With EA_Shepard now a standard bearer for a revitalised and enthusiastic community there might be a good chance of the higher-ups actually reinvigorating the game.
@ManicMossieBfn was the orphaned frankesnteins monster of the sadly scrapped project hot tub game which looked far more promising and had several art works and concepts for locations bfn took.
The sad death of that rather promising game through no fault of its own seems to have harmed pvz as a whole. You can notice a rapid shift in pvz after 2018.
Regarding bfn itself i just don't know what they were going for there as it feels like a sad attempt to replicate overwatch despite the fact that pvz fans loved gw for what it was already and just wanted more of an already good thing. Hence the excitement and joy the community had when wallnut hills came to gw2 and the community thought it was a revitalization of gw2.
I haven't seen a studio not understand why people liked their franchise this badly and tried to massively course correct since halo 4 tried to follow call of duty or star fox constantly redoing 64 and making it worse everytime. Pvz 3 sadly seemed to be following the same path.
Even if bfn was to be made they should've given it much more than 1 year to be made. Yeah gw2 was made in a similar timespan but it was a direct sequel to gw1 and could reuse assests.
They had the perfect opportunity to work on the game while slowly keeping the community entertained by minor gw2 content.
Pvz as a whole makes me sad right now. Pvz 3 and bfn just feel like they have no idea of what to do with the series or what made it successful and we have literally no communication with the team as we keep getting meager pvz 2 updates that everyone seems to agree are lazily animated and done to wring just a bit more money out of the game. Here's scaredy shroom but somehow worse, lets take out all the fun music and minigames because they "use to much memory" (my brother in christ you are the ones who chose to make the game mobile only).
I'm use to being let down certain franchises such as the aforementioned star fox and more but pvz especially hurts because the quality was a lot more consistent throughout the years.
We are in the decline and dark age of pvz and if something isn't done we may very well also witness its end.
