The drop rates for legendary and characters

Im not sure but i think 12 packs is way too small of a sample size to say that the drop rate has changed.  Even before this last update ive gone a hell of a lot more than 12 40K packs without getting anything in the Legendary class.

False.  Rate doubled for the new packs...read the patch notes.

I'll believe that when people start posting saying they unlocked legendary characters.  Until then, I think they have returned the percentage back to the nearly impossible to get percentage it was before.

Ok here are my results...before Touble in Zombopolis Part 1 was released I earned and spend about 19 Million coins on the 35,000 packs and got 4 legendary pieces (2 parts to Disco Chomper, Blur Bug hat, and Lord Cinderbottom's Nephew hat).

Since the release of the update and new packs, I have spent 4 million on ONLY the new packs and have opened 1 part of Computer Scientist, 1 part Iron Citron, Orbital Cube hat, Bling Shark hat, and Epic Bat-a-tronic hat.

In Summary:

35,000 coin packs- 19 Million spent=4 legendary pieces 

40,000 coin packs- 4 Million spent= 5 legendary pieces

I'd say I've either been really lucky recently or the drop rate has in fact been increased on the new packs.
