Toxic pea has less DoT damage compared to fire pea though, which is probably why the splash is larger to compensate.
As for park ranger... Well he's a new character, so if you've played GW1 to death, which soldier are you going to use? The brand new shiny one, or the overplayed old ones? That is definately a reason why you'll see him more often. Him and scuba both.
I don't see a problem with his RoF as his damage is lower than some other variants, same for his DoT, which again is very low. No need for any changes as far as I can tell. He's overplayed because he's new.
As for the rest of your list. Well yes. Popcaps problem children.
Your negotiation skills are outstanding...but some of the newer variants of other classes aren't better than some of the older ones, due to this the older ones are still being played.

Not quite sure what you're getting at as all those new plant variants are definately used a lot, and as far as the soldier class is concerned you still see the original, arctic, camo, general, centurian etc in game. Basically all of them are fine.
You could say the zen cactus is overused for gods sake. Must be OP...
Everyone knows who the real culprits are. This list contains some that aren't really a problem imo.
PS Whilst I can't say I like the rock pea myself, others seem to though.
I wasn't getting at anything, just throwing a compliment I guess.
Zen Cactus was nerfed, and people are still playing it because it's new :P
