Something I've never thought of, sort of similar to absorption shields in a way by being able to take more damage ultimately, why not just give the whole side a health increase? ^^
There are so many abilities that zombies have now that pretty much one shot all the lower health plants to the point where they're too much of a liability to even play. Your suggestion prevents all these one shots, but only if they are close or around a Sunflower which will make her the most wanted. Someone else suggested give her a watering can similar to zombies heal station which heals multiple plants effectively. The issue for me is health and armour the zombies have, couple that with the fact most of them have such high burst damage that you only need to ever use one ability and land a few hits and the plant dies.
The shotgun idea was a pure and hard counter to the Scientist, and couple that with a shield it would give Sunflowers a chance to win the fight, but not always. Not to rule out your suggestion at all because it's a good one, but I still want to see a class on the plants team with a deadly shotgun similar to Scientist. A lot of players feel like the game would be stale if you're copying roles on both sides but what's the alternative? ^^
Speaking of overheals, it's made me want to suggest a lot of aura type abilities that give damage bonuses and the like. Another player suggested a Bonk Choy pot that stuns nearby enemies, and deals damage to them which would have a similar effect as a shotgun, kinda.
There are so many things they could do to balance teams, but it feels like zombies have been created by a much greater evil and will always be bigger and stronger. Anyway back to auras and overheals, since Cactus has a semi useless Tallnut now maybe that could give out an aura to nearby plants and gives them extra armour (damage mitigation) until it's taken out, would sure give Cactus a good useful ability when capturing points.

Well it was your suggestion that Cactus aura idea, it would tie in with all the previous versions of the game too. I don't want to make a new thread with it on, I'll do that once patch notes are released and after things have played it out, just like last time. Feel free to make one or include it in your first post, I'm pretty sure this thread will be popular because it wasn't me who made it 😉

She's a ghost that could phase teleport in and out of combat. She doesn't need a shotgun per say, because her mouth is the shotgun. In PvsZ2 she was a close range character which attacked with mini ghosts when she got angry and she was very strong. Think of her being like a spray Chomper, but a lot more powerful and that's why she's perfect for the role, Her mouth ghosts simulated the spread of a shotgun, she could even take down a Gargantur when fed Plant food or hurt them severely when just attacking.
There's a reason she's my fav plant in the series, from the look to her and the ability to just destroy everything. She's exactly what the plants are missing in this game.
