Sorry to hear you and others were not able to uncover the fishing pole to create Fishing Toolbox Generator in the given time. Here in EA Pogo Forums we have been keeping track, updating and displaying hints of the location of the generators in all the games.  Please know anytime you do not receive a response, post here or contact EA Help directly. The monthly Pogo Insider found in Pogo Articles outlines how to reach out for help as well.

Regrettably, there appears to be a misunderstanding regarding the absence or nonexistence of generators. When in fact they are present, the level of difficulty to discover them has undoubtedly changed.

Some players have mentioned “the generator is broken,” “this isn’t solved,” or “needs to be fixed.” This isn’t a bug or a glitch waiting to be addressed. It’s simply how the mini games are currently structured. There are no service announcements from Pogo_Sconnie regarding missing generators in the side games of Merge Academy. If a service alert is announced, please be assured it will be posted immediately here, and players would have been advised.

I thought I was the only one who could not find the tackle box. I posted about it in the forum, no response. I have cleared everything except the big dynamite, still no tackle box. I guess no one cares enough to solve the problem. Getting frustrated. Thank you for letting me know I am not alone in this. 

I'd like someone to tell me with a straight face that this is how this game is supposed to function and that this is not a bug (that clearly a lot of us are experiencing...consistently):

As you can see, we're on the last few hours of this challenge, 50/57 tiles broken and no way to create a tackle box to get beyond the THIRD challenge. It's comical at this point. 

EA DO BETTER FOR YOUR PAYING CUSOTMERS. I really don't think it's too much to ask, do you?

I've opened 42 boxes but still didn't find the other half of the fishing rod. Since the event ends in less than 5 hours, I've given up. 

My best guess is it was hidden under the bundle of dynamite. 

I found the tackle box hidden behind one of the single bombs, rather than being spun out by one of the generators, as usual. Sadly, with these challenges also being three days shorter than they used to be, that means it's almost impossible to complete most of the tasks.

I've opened 48  boxes still no 2nd fishing pole. down to last line. what a waste of time

I have now opened 49 spaces and still no tackle box.  This is beyond frustrating.

Here is my board with 21 hours left. When you think about it the energy lost here is exponential. All that money I didnt pay pogo cuz these are supposed to be free games not a guaranteed "pay to play." Typical goons get you hooked by being honest then slowly make the product harder to get, more expensive. Can't crack us all. Id be curious about these personal goals someone set... maybe the new challenge is how many coral can yiu find before the fishing pole! Whos in?

I too am on dynamite and have not found the other fishing pole yet I am about  fed up with these specials in Merge In all of the time they have given them I have completed one back in the winter and now I'm lucky if I get half way and I refuse to keep buying more moves Have they not heard food etc is outrageous and we cannot afford to keep buying gems When pogo was first sold each new owner brings in these new games that requires always buying gems, they have ruined the relaxation in pogo We mostly are senior citizens looking to meet and greet friends and to game with a few laughs and they even ruined the chat to where I never use it I am looking into new sites to play on and of course I can always return to facebook games and on that note we do have many of Facebooks games now Fed up is to say it mildly

Same problem.  It happened the last time they had that same side game.
