Monopoly sudoku final Hotel

HELP> The last hotel needed for Boardwalk is missing. I am able to play and get other hotels, just not an option for the last hotel. The bubble showing the price is not there at all. I have shut off the game and re-entered to no avail. I have watched for it for days...
