Sweet Tooth Town Level Bakery 172

Hello,

I have played Bakery 172 twice now and both times I have completed all but the last candy. The last candy never shows up. Both times I have had more than ten moves left and racked up over 600,000 points. Any ideas?  

I am using an iPad.
