always alarms for utilities even if they have enough capacity to fulfil demand

even if i upgrade my utilities (power, water, waste, sewage) to cover demand, there is always alert over every house. i have checked that they are all connected by road so that isn’t the problem. the...

Road connectivity is usually the problem but I can see that everything is connected. It seems to be a bug. It might be connected to the changes being done.
