Thank you for taking the time to explain everything so clearly. 😄 It really helps me get a good understanding of what's going on and what next step may help.
It sounds like the Chicago Missions aren’t quite behaving as expected. 🤔 I may have a way to help the clipboard appear in-game for you.
---> Try to complete the first mission fully by finishing all three tasks and collecting the Snowflake coins.
This should unlock the second mission for you, and with that, the green clipboard should appear in your city. From there, you can tap on that bullet to access the second mission screen.
That should hopefully do the trick, but please let me know how you get on, just in case.

Thank you for your help. I could found the clipbord to days ago and have now finished the 4 missions.
