2 days ago I reached level 18 and I found a great club, I joined it and I was playing and the club rules said that if I’m going to be offline for more than 10 minutes I have to leave the club and then when I got online I can join again. I followed the rule for 2 days but yesterday when I left today I can’t find and join the club, by name or hashtag.

If this is the correct club, is it possible that they have begun a war? No club members may leave and new or returning club members may not join or rejoin during a war, including during preparation phase.

No they didn’t war even 1 time
And I’m 99.9% sure
And I even can’t see the club in search, with name or hashtag
You're probably right about the club not being at war since the Join button is green for me. It's more likely the President changed the club member requirements, i.e. City Level (Experience Level) and/or Contest of Mayors Rank.
If that was the problem I could find the the club and I only couldn’t join, but I can’t find it ether.
I’m almost sure that my president didn’t change the requirements.

There may also be a limit to the number of times you may join and exit a club (or clubs) within a certain time period. Maybe another member of the Community could give you more info on that.
If you have no other way in which you're connected to any other club member so you can ask, you may want to contact in-game support.
