Mai, I find it interesting that on the original post that launched this topic, some information was left out regarding recruiting:
This text below is from EA's own site, as you listed as the source above. Missing from your original post in this topic was the red text:

If you’re looking for a Club try searching the hashtag #SimCityClubs on Twitter or Facebook or check the comments on one of our Mayor’s Club recruiting posts on Facebook http://bit.ly/2hNx29h.
So... since I don't use Twitter or Facebook for video game purposes, then those two options are not available to me. Yet EA is promoting these methods as the way to find a Club. Why? Why is EA not advising to use the in-game mechanisms?
Is anyone else having a challenge trying to add new club members using the in-game method of "inviting" cities that you have to visit personally? Because I find it is essentially useless and is a major source of futility and frustration. Our president and vice presidents invite player after player after player and we get no response whatsoever. Then, we get an error message saying we cannot invite anymore as we've reached our limit. We must wait 7 days for some of our first invites to expire after they get no response.
How do other mayors recruit players to their clubs? Are mayors highly successful at inviting other cities in-game?
Hi, did you find an answer to your question... how do we recruit after the message comes up saying you have to wait 7 days, as we are having the same problem. We are a new club and only have 3 members, all well above level 18 and we are told we cannot initiate a war but we can’t find an answer anywhere as to how many members we must have. VERY frustrating that EA does not wish to answer in an informative way.
Thanks. That’s the first straight answer I’ve seen. We only have 3 members so far and can’t invite anymore for 7 days. Not sure what to do about that. 7 days seems excessive...

Hi, once you invite too many people to your club, you do need to wait until any of them join, or the time period passes. However, if you leave your club open for people to join, you will get faster replies that way. We got more members by leaving our club open, in comparison to inviting people. Not everyone wants to be in a club, so inviting does not always work. I would just make sure your club is open and state any rules you may have. Once people ask to join, check them out or just accept them.
