Fire, police and health full coverage but services indicate red

Hi, I have a possible glitch with my police, fire and health. When clicking the Services icon all three of those services are Red, indicating a problem. However none have a residential area displa...

Same except mine is doing this an no matter how I position it those exact houses are never covered and also same for power water and sewage! I’ve done everything I could 

Edit: actually I fixed by connecting to the main road I had previously removed the part not thinking to continue construction on a house
