The price cap is to prevent the cheaters from benefiting from the exploit. even if they have a lot of money they still have to fight for it like you're doing why not try finding a faster internet connection and trying again i do believe these cheaters are those with a faster internet connection =/

Not practical for everyone. Some people are probably well off and able to afford the best possible internet connection out there, but others have to make do with budget-priced internet, which may not be as fast as others have. EA should not be designing trading systems so that only those with the best possible speed internet are able to utilize them or benefit from them. The game wastes data and bandwidth by needlessly loading other players' cities each time we try to see what they may have for sale. Better trading systems have been proposed in other posts and will not be repeated here, but this is definitely part of the problem.
