Umm i dont know how to explain but i downloaded simcity to my another device and there the electricity buikdings were upgradable i cannot upgrade it on my current device is this a feature just for new players whats happening

I completely agree. The original game was good but since the company has been sold and changed over the years it has become a shadow of itself. I’m getting more annoyed every day and I play much less. I keep hoping things will turn around and get better but I see no signs so far.
I'm getting really fed up with the developers. They can waste time developing rubbish like the city report card, but leave the hot spot upgradable service buildings in beta testing limbo. I'm assuming the city report card might play a role in the service building upgrades but we didn't need it. I think it's time for the developers to be shuttered like Maxis was.
Yeah it is two different cities the new one has upgradable electricity and water buildings and it requires a lot of water and electricty if you dont upgrade like 10 water buildings just for a 8000 population
Is that two different cities, if so sounds like 1 is part of a new feature beta test group by EA. It’s known that resource buildings will become upgradeable but not exactly when
