C wanted the river walk, just found out it's another scam with update. They cap you so can earn enough seasonal income. Have spend money
I have completed all of the missions and collected the snowflake coins from those and the weekly event track - a grand total of 11420!
If you buy the premium pass the most you can collect with the new weekly limit is 25720.
So the only way to get the riverwalk at 29950 would be to pay for more snowflake coins - on top of the premium pass.
